Donald Trump just suffered a major setback as Senate Parliamentarian Elizabeth MacDonough struck down sweeping Medicaid cuts from his so-called “big, beautiful bill” with a single ruling—sparking furious calls from Republicans to fire her on the spot.
This courageous official has now become the top target of MAGA outrage.
“Democrats are fighting back against Republican plans to slash Medicaid, dismantle the Affordable Care Act, and rip health coverage away from kids, veterans, seniors, and people with disabilities—all to bankroll tax cuts for billionaires,” said Senator Jeff Merkley, the top Democrat on the Senate Budget Committee.
“Republicans are frantically trying to rewrite parts of this bill to keep advancing their agenda where working families lose and billionaires win, but Democrats stand ready to scrutinize every change and ensure the Byrd Rule is enforced,” he continued.
MacDonough rejected a proposal to cap states’ ability to leverage provider taxes to secure additional Medicaid funding—a maneuver that would have gutted hundreds of billions in healthcare spending to help make Trump’s corporate tax giveaways permanent. It was a naked attempt to shovel more money to big corporations at the expense of ordinary Americans.
Under this scheme, the federal government would have dumped costs onto already strained state budgets. Combined with Trump’s broader efforts to slash and ultimately abolish the Department of Education, state resources are under siege from every angle.
According to The Hill, MacDonough’s decisive ruling threatens Senate Majority Leader John Thune’s timeline to bring the legislation to a vote this week. Any delay would be a significant embarrassment for Trump, who has been leaning hard on Republicans to deliver a “victory”—even if it means a devastating loss for the public.
As she has with other provisions, MacDonough determined that these measures violated the Byrd Rule, which limits what can be stuffed into reconciliation bills. That means the legislation, as written, can’t be passed via the simple-majority fast-track process.
If Thune tries to override her decision, he’d set a dangerous precedent for reconciliation votes—and he’s already hinted he’s reluctant to go down that path.
“That would not be a good outcome for getting a bill done,” Thune admitted.
He knows Republicans would pay the price the next time Democrats hold the majority.
In addition, MacDonough threw out Republican provisions that would have stripped Medicare and Medicaid coverage from undocumented immigrants—needlessly cruel policies designed to both deny healthcare and punish immigrants in line with MAGA ideology.
One section she removed would have ended Medicare eligibility for refugees, asylum seekers, and people under “temporary protected status.” The fact that Republicans targeted these groups in the first place makes it clear their anti-immigrant agenda isn’t about crime—it’s about pursuing a white nationalist reshaping of the population.
Republican backlash came swiftly. Hard-right Senator Tommy Tuberville—often described as one of the least competent and most uninformed members of the GOP—demanded Thune fire MacDonough “ASAP,” ranting that she’s “WOKE” and part of “THE SWAMP.”
Yet again, conservatives pretend to revere “law and order” until the law doesn’t serve them. MacDonough is simply fulfilling her duty, and the public should be thankful. She remains a critical barrier holding back the most destructive elements of Donald Trump’s disastrous bill.
